I believe the bill would be on firmer constitutional ground if it required that the polls remain open at all precincts throughout the largest affected election district, rather than throughout the entire county, city, or town. The extension would then have a statewide effect during statewide elections and primaries, but need not need not otherwise extend beyond the size of a Congressional district. (Overlapping state legislative districts could present a patchwork problem during state legislative elections, but the affected geography is for the circuit court to consider when it orders an extension.)
